Traian Filotti was one of the officers of the Ferdinand's entourage who were promoting the modernization of the Romanian army, which had been neglected by king Carol I of Romania. The group had gained the support of the crown prince in their efforts of making the army capable of providing military supports to the attempts of achieving national unity.
