Scarlat Iarca, Clucer, was born 1804 in Râmnicu Sărat, Buzău County, Romania to Oprișan Iarca (1760-c1825) and died 1865 Bucharest, Romania of unspecified causes.


Iancu Iarca is mentioned in the katagraphy (census) of 1831 as being the son of clucer Iordache Iarca. Being 27 years old (born in 1804) he is stated as residing in Râmnicu Sărat and at his property in Topliceni, having an annual income of 100 lei. He also had the rank of clucer

In 1848 he was appointed head of the tribunal of Râmnicu Sărat. From 1852 to 1853 he was administrator of the county of Râmnicu Sărat.

He was active in politics being a candidate for the ad-hoc divan of Wallachia. In the electoral lists of 1857 he is indicated as owning a house in Buzău as well as the land of Balta Albă.

Scarlat Iarca was the landowner of the estate of Petrăcheşti, Buzău
