James Edward Fulton (11 December 1854–6 December 1928) was a New Zealand surveyor and civil engineer. He was born in Outram, South Otago, New Zealand on 11 December 1854, and was the son of James and Catherine Valpy Fulton.
His first prominent position was as Resident Engineer overseeing the middle section of the Manawatu-Wellington railway construction, shortly after brother Arthur was put in charge of the southern section. Arthur died in 1889, after which James became manager and locomotive superintendent for the whole of that 83-mile railway.
After the Manawatu-Wellington railway was sold to the NZ Government, James went into private practice, becoming a major player in the design and construction of the first Kelburn Viaduct band the now world-famous Kelburn Cable Car line.
From 1903 till 1905, James was engineer and designer for the 50-mile railway from Putaruru to Mokai for the Taupo Totara Timber Co.
James was President of the NZ Institute of Surveyors for a year from 1909 and eventually left legacies to that institute and to the Society of Civil Engineers that allowed them to set up annual prizes.
