Francis Blunt was born in Northampton, Northamptonshire in 1857 to newlyweds Samuel and Louisa (nee Johnson) Blunt. Shortly after that the family up and left to find a new life in London, settling in Strand and then Westminster. Samuel had the following siblings: twins Eliza and Elizabeth, Martha, Alice and Samuel. Although his family were all in the boot trade, Francis dismissed this career and opened a fish shop in St James.
On 10 June 1878 in Westminster Francis married Margaret Brennan, a laundress, the daughter of Michael Brennan. They had one child, Louisa Blunt (1878-1971). The family lived at 5 Downs Place, Westminster.

Francis Blunt died in Saint Olave, London in 1882 aged twenty-four. His widow was twenty-one and left with a three year old daughter.
