Wikipedia:Victoria is a disambiguation page leading to 30 or more different articles, mostly about people and places.

No one person so dominated world history as to justify sole possession of the Wikipedia page "Victoria", and the same would apply here.

However, by far the biggest (and most populous) place that could claim that name for itself is a state in Australia, of about five million people, which Wikipedia calls Victoria (Australia). As all the other states and territories of Australia - even Northern Territory - have unique names, it would be tidy and consistent to allow Victoria, the state, to have the plain name for its page.

I've not looked at every other WP page referred to, but I guess the closest contender is Victoria, British Columbia (the capital city of that province) with under a million people. Not a serious challenger in terms of size or population, and as one of four Victorias in Canada it needs its province name added anyway (to be tidy and consistent; and using the same style as most U.S. cities use).

So I recommend that we depart from Wikipedia in this (further) respect and use the plain unqualified Victoria page for the state.
