Dumitru Iarca was born 1856 in Ojasca, Buzău County, Romania to Costache Iarca (1819-1901) and Irina Cațacal (c1823-c1880) and died 1941 Romania of unspecified causes. He married Sofia Saligny (c1856-c1930) .
Dumitru Iarca (sometimes referred to as Dimitrie Iarca) was prefect and senator of the former Teleorman County. He is known as being a good administrator building several roads as well as two important bridges over the Vedea and Olt rivers. He also built the first telephone connections to Teleorman County.
Dumitru Iarca was also the owner of the Ulmeni estate.
